Coffey Rail had previously formed following the amalgamation of Asia Pacific Rail (APR) and Teal Management Services in 2009.

APR, established in 1992, was a rail engineering consultancy focused on the design, engineering and management of rail transport infrastructure. Founded by John Wertheimer, APR had specialist staff in track, civil, signalling and operations as well as project management.

Over fifteen years APR built a strong reputation as one of Australia’s leading rail consultancies and was purchased by Coffey International Limited in July 2007. APR was Coffey’s first transport infrastructure acquisition.
